University of California San Francisco Job as Accountant I

The Contracts & Grants Accounting unit provides post-award management and financial reporting, billing, and collections for federal, state, and private contracts and grants. Key services include:

  • Award set-up, billing, cash/accounts receivable management, financial status reports, and closeout
  • Provide policy interpretation of and monitor compliance with applicable federal, state, local, sponsor and university regulations and policies
  • Monitor compliance with cost transfer policies to ensure all payroll and non-payroll expense transfer are audit-worthy and justifiable
  • Monitor compliance with effort reporting certification to ensure UCSF meets the requirements outlined in federal costing regulations
  • Collaborate with the UCSF Office of Sponsored Research, senior management, and faculty and administrators of research units on grant and contract management and administration

The Contracts and Grants Accounting (CGA) is responsible for the administration of all external funding received by UCSF, including governmental and private contracts and grants. CGA is responsible for supporting UCSF with the initial account set-up, preparing regular financial reports, analysis, and reconciliation, policy interpretation, collection of expenditures through billing, cash drawdown to meet disbursement needs, and contracts and grants close-out. Each sponsor and each contract is potentially unique and may have its own unique rules to which the University must comply.

Under the general supervision of the CGA Supervisor, the CGA Accountant I,  is responsible for performing accounts receivable collections and cash applications for all complex government and private contracts and grants, clinical trials, agency accounts, and other complex funds. This includes analysis of complex awards, invoices, reconciliation, and analysis of the funds. It also includes the interpretation and implementation of federal, state, local, and private sponsor requirements using sound accounting practices to ensure compliance by the University.

Preferred Qualifications

  • Minimum of 3 years of experience in an organization comparable to UCSF in terms of budget, size, complexity, and scope of operation is required to effectively manage and to understand and answer the difficult functional and technical questions associated with UCSF accounting systems and with third-party audits
  • Sponsored grant-related experience in a University or non-profit environment, knowledge of PeopleSoft research management systems or other integrated business systems, knowledge of federal regulations including OMB A-21 and A-110, and prior experience with grant and contract accounting
  • Knowledge and application of Accounting Manual (UC guidance)

Required Qualifications

  • Bachelor’s degree in accounting or business-related degree which includes or is supplemented by 21 units of Accounting. (**Will consider 4 years of accounting or other relevant work experience over the minimum required experience for the position equivalent to one year of degree work**)
  • Minimum of 3 years’ experience in collections or related work
  • Proficient user of Excel, Word, and Access that has a strong aptitude with systems
  • Ability to work independently, as well as function as part of a cohesive team
  • Well-developed analytic and problem-solving skills and well-organized and have an orientation to detail
  • Strong knowledge of business practices and understanding financial systems (general ledger, etc.)
  • Demonstrated excellent written and oral communication skills
  • Demonstrated ability to set priorities and meet deadlines under pressure and with frequents interruptions
  • Knowledge of fiscal and budget management practices with the ability to read and interpret financial reports and/or knowledge of accounting/bookkeeping principles
  • Demonstrated ability to work effectively with various levels of personnel in a large organization
  • Demonstrated good attendance in previous employment
